HPK/2024/0401 Refused at the DC Committee

This afternoon (Monday, 9th December 2024), the Council’s Development Control Committee considered planning application HPK/2024/0401.

HPK/2024/0401 for 51 houses at the rear of Cottage Land was resubmitted in October following the developer’s earlier withdrawal due to technical issues.

The Development Control Committee had done a site visit earlier today. At the meeting, no one was in attendance from the developer, with Andy Williams speaking well on behalf of those objecting to the development.

The committee then put the application forward for refusal, with all members supporting refusal.

Planning application HPK/2024/0401 – Land off Cottage Lane – Recommended for refusal

The committee report to the Council’s Development Control for planning Application HPK/2024/0401 recommends refusing the application.

The developer resubmitted the application in October after the developer withdrew the initial application due to technical issues.

Officers have now considered that application, along with the responses from the public and statutory consultees, and are recommending the application for refusal.

You can read the report on the Council’s website at http://antmck.uk/11c

Four grounds have been put forward for refusal; the first is around the landscape and visual effect; the second covers the poor design, loss of trees and woodland, and the ‘shading impact resulting in an unacceptably poor level of amenity to be enjoyed by the future occupiers of some plots.’ ; the third around the development not providing an appropriate range of housing types and sizes that can reasonably meet the requirements and future needs of a wide range of household types; and the fourth round not providing appropriate access to the trans Pennine trail.

Unfortunately, despite the concerns about highways and parking, the local highway authority has determined that while they have concerns, they are not enough for them to object to the application.

The report will now be considered by the Development Control Committee at their meeting on Monday, December 9th, at 1:30 p.m. in the Arts Centre at the Pavilion Gardens in Buxton.

Planning application HPK/2024/0401 – Land to the rear of Cottage Lane

Early this year, folks acting on behalf of behalf of Great Places Housing Association (Westshield and Eden Building Design) submitted a planning application to build 51 affordable dwellings on land to the rear of Cottage Lane.

At the beginning of September, I was advised by case officer that the application was been withdrawn for technical reasons, but that it would likely be resubmitted.

The application has now been resubmitted and although the bulk of the details appear to be the same as the previous application, this is now a new applicationHPK/2024/0401.

As before the documents advise that the 51 dwellings will consist of 34 dwellings for rent, including 16 one-bed apartments in one block, 11 two-bed houses and 7 three-bed houses, along with 17 for shared ownership, which consist of 4 two-bed houses and 13 three-bed houses

Access will be via the gap in the middle of Cottage Lane between 50 and 52, with the details submitted advising that 52 Cottage Lane will be demolished to widen the gap to allow for a 5-meter road and 2-meter footpaths on either side.

2 parking spaces will be provided for each house and 1 parking space for each apartment.

The documents also advise that all Category A and most Category B trees will be retained and incorporated into the design.

The existing footpath that cuts across the site would be diverted from its current route.

You can view all the documentation (including the responses from last year’s consultation) on the planning section of the council website at http://antmck.uk/11a

The application is open for public comments until 14th November 2024.

If you want to object, comment (or even support) the application, you can do so via the comments page http://antmck.uk/119 on the Council’s website or via email to PlanningCommentsHPBC@highpeak.gov.uk including the planning application no HPK/2024/0401 in the subject line.

Please note that as this is a new application – any comments submitted on the previous application need to be resubmitted to count against this new application

If you want to comment, my ‘commenting on planning applications‘ page may be of use – you can view it here http://antmck.uk/1r
