SCHUYLKILL TOWNSHIP, CHESTER COUNTY

 

THE SCHUYLKILL TOWNSHIP ZONING HEARING BOARD will meet at 7:00 p.m., prevailing time, on Wednesday, February 10, 2021 to conduct a hearing on the application listed below. Due to the risks in regard to the COVID-19 pandemic, the hearing will be conducted virtually using the GoToWebinar meeting conference software. Information on how to join the meeting will be available on the Schuylkill Township website (https://schuylkilltwp.org/) in advance of the meeting and will be posted at the Township Building or you may call the Township directly at (610) 933-5843, ext. 309 and speak with the Township Secretary, Madeline Harbison.

THE APPLICATION OF THOMAS COSGROVE AND DECKMAN MOTOR & PUMP, INC, APPLICATION #2020-04. The property is UPI No. 27-2-69, also known as 140 Dawson Drive. The property is owned by Thomas Cosgrove and Mary Selan, is located in the LI-Limited Industrial District of the Township, and is approximately 2.0 acres in area. The Applicants seek a variance from §370-310 (Expiration of special exceptions and variances) which requires an applicant to obtain a building permit or a use and occupancy permit within two years from the date of authorization, to reinstate the special exception and variances granted by the Schuylkill Township Zoning Hearing Board on July 18, 1996 regarding the development of an industrial park on the property.  Alternatively, the Applicants seek a special exception pursuant to §370-93 (Lot size, height, area and bulk regulations) of the Schuylkill Township Zoning Ordinance to reduce the minimum lot size (3 acres) to not less than one acre, and reduce the minimum width at the front lot line (300 feet), minimum lot width at the building line (300 feet), and front, rear and side yard setback requirements (75 feet each), and variances from §370-94 (Vehicular ingress and egress) and §370-97 (Off-street parking in yards) to permit an ADA-compliant parking space to be located adjacent to the front door of the proposed new building on the property where it is otherwise prohibited.  Alternatively, Applicant’s seek recognition that the subject property is a lawful non-conforming lot as defined in §370-187, together with a special exception to reduce the front and side yard setback requirements as authorized in that Section. Applicants also request a determination that the prohibition against disturbance of more than 20% of intermediate steep slopes, or 10% of elevated steep slope does not apply to manmade slopes, or alternatively, a variance from §370-223.C(3) (Resource protection standards) to permit the disturbance of more than 20% of intermediate steep slopes, or 10% of elevated steep slopes in development of the property as an industrial park; and such further relief as may be necessary.
